Respected Authorities,
This letter is not written for personal gain.
It is written for a man who died on duty, for his children, and for those who may be next.
Abdul Haq, a Dispenser at BHU Warazi, District Dukki, passed away after suffering a heart attack during duty hours. He was an honest, intelligent, and dedicated employee of PPHI who served people in remote areas with sincerity and commitment.
The question is not how he died.
The real question is:
What did his family receive after his death?
Did his widow receive a pension?
Did his children receive any financial or educational support?
Is there any death benefit for a contract employee who dies while serving the public?
The painful truth is: No.
Thousands of PPHI employees work on contract:
- No pension
- No insurance
- No death allowance
- No retirement benefits
They perform Grade-16 level duties but are paid salaries closer to Grade-5.
Full responsibility, full accountability — but zero job security.
Respected Authorities,
Is the responsibility of the state limited only to paying monthly wages?
Does a human life end with the expiry of a contract?
Does an employee who dies on duty become nothing more than a file number?
Abdul Haq is gone today.
Tomorrow it may be someone else.
The day after, it could be any one of us.
We are all standing in line, waiting for our turn.
We are not demanding favors — we are asking questions:
- Are contract employees not human beings?
- Do their children not deserve a secure future?
- Is it not the moral duty of the state to protect those who serve it?
Our Appeals (Demands):
- Immediate implementation of a Death Benefit Policy for PPHI contract employees
- A Family Support Package for dependents of deceased employees
- A permanent service structure or pension scheme for long-serving employees
- Fair revision of grades and salaries according to duties performed
This is not charity.
This is justice.
If this letter is ignored today,
then with every future funeral,
the moral responsibility of the state will also be buried.
In conclusion, we say only this:
Silence is a crime.
Asking questions is our right.

- نہ پنشن

- نہ ڈیتھ الاؤنس
- نہ ریٹائرمنٹ بینیفٹس
محترم حکام!
ہم سب اسی انجام کے انتظار میں ہیں۔
ہم آپ سے مطالبہ نہیں، سوال کر رہے ہیں:
- کیا کنٹریکٹ ملازم انسان نہیں؟
- کیا اس کے بچوں کو زندہ رہنے کا حق نہیں؟
- کیا ریاست کی اخلاقی ذمہ داری نہیں بنتی کہ وہ اپنے خادموں کو تحفظ دے؟

- PPHI ملازمین کے لیے ڈیتھ بینیفٹ کا فوری اعلان
- کنٹریکٹ ملازمین کے اہلِ خانہ کے لیے فیملی سپورٹ پیکج
- طویل سروس دینے والے ملازمین کے لیے مستقل اسٹرکچر یا پنشن اسکیم
- گریڈ اور تنخواہوں میں واضح اور منصفانہ اصلاحات

Human Rights Concern: Death of a Contract Health Worker and Systemic Neglect of PPHI Employees
The death of Abdul Haq, a Dispenser at BHU Warazi, District Dukki (Balochistan), during duty hours raises serious human rights and labour rights concerns.
Abdul Haq suffered a fatal heart attack while performing his official duties. After confirmation of death at DHQ Dukki, his body was handed over to his family. He was known as an honest, dedicated, and hardworking health worker serving a remote and underdeveloped community.
While his death is tragic, the greater injustice lies in what followed.
Violation of Labour and Social Protection Rights
Abdul Haq was employed under PPHI on a contract basis, like thousands of other health workers in Balochistan. As a result:
- His family received no pension
- No death compensation or survivor benefit
- No health insurance
- No long-term family support
This means that after years of public service, his widow and children have been left financially unprotected and socially vulnerable.
This situation directly contradicts basic principles of:
- Right to social security (Article 22, Universal Declaration of Human Rights)
- Right to just and favourable conditions of work (Article 23, UDHR)
- Right to dignity in life and death
Systemic Exploitation of Contract Employees
PPHI contract employees routinely perform duties equivalent to Grade-16 government officers, yet are paid salaries comparable to Grade-5 staff, without job security or post-service benefits.
This reflects a systemic pattern of exploitation, where workers are used to sustain essential public services but denied fundamental protections once they fall ill, retire, or die.
Human Impact
Appeal to Human Rights Organizations
We urge:
- National and international human rights organizations
- Labour rights bodies
- Health advocacy groups
- UN Special Rapporteurs on labour and social protection
to take notice of the conditions faced by PPHI contract health workers in Balochistan and Pakistan.
Key Demands
- Recognition of contract health workers’ right to social security
- Immediate death compensation and survivor benefits for families of deceased employees
- A fair and permanent service structure for long-serving health workers
- Alignment of salaries and benefits with actual responsibilities
- Policy reforms to prevent institutionalized labour exploitation
Conclusion
Abdul Haq’s death should not become another forgotten statistic.
انسانی حقوق کی سنگین خلاف ورزی: کنٹریکٹ ہیلتھ ورکر کی دورانِ ڈیوٹی موت اور خاندان کی بے بسی
عبدالحق، ڈسپنسر بی ایچ یو ورازی، ضلع دکی (بلوچستان)، دورانِ ڈیوٹی دل کا دورہ پڑنے سے انتقال کر گئے۔ وہ ایک ایماندار، محنتی اور فرض شناس ہیلتھ ورکر تھے جو دور دراز اور پسماندہ علاقوں میں عوام کو بنیادی صحت کی سہولیات فراہم کر رہے تھے۔
یہ سانحہ صرف ایک فرد کی موت نہیں بلکہ مزدور اور انسانی حقوق کی سنگین خلاف ورزی کی علامت ہے۔
سماجی تحفظ کے حق کی پامالی
عبدالحق پی پی ایچ آئی (PPHI) کے تحت کنٹریکٹ ملازم تھے۔ ان کی وفات کے بعد:
- ان کے اہلِ خانہ کو کوئی پنشن نہیں ملی
- کوئی ڈیتھ کمپنسیشن یا معاوضہ نہیں دیا گیا
- کوئی انشورنس یا ہیلتھ کوریج فراہم نہیں کی گئی
- بچوں اور بیوہ کے لیے کوئی فیملی سپورٹ موجود نہیں
یہ صورتحال انسانی حقوق کے عالمی منشور کے آرٹیکل 22 (سماجی تحفظ کا حق) اور آرٹیکل 23 (منصفانہ اور محفوظ کام کے حالات کا حق) کی کھلی خلاف ورزی ہے۔
کنٹریکٹ ملازمین کا منظم استحصال
پی پی ایچ آئی کے کنٹریکٹ ملازمین:
- گریڈ 16 کی ذمہ داریاں نبھاتے ہیں
- مگر تنخواہیں گریڈ 5 کے برابر بھی نہیں
- مکمل جوابدہی کے باوجود کوئی ملازمت تحفظ حاصل نہیں
یہ ایک ایسا نظام ہے جہاں ملازم سے پوری سروس لی جاتی ہے لیکن بدلے میں عزت، تحفظ اور مستقبل نہیں دیا جاتا۔
انسانی المیہ
عبدالحق کے بچے اب غیر محفوظ مستقبل کا سامنا کر رہے ہیں۔
ان کی بیوہ کے پاس کوئی مالی سہارا نہیں۔
صرف اس لیے کہ مرحوم ایک کنٹریکٹ ملازم تھا، اس کے خاندان کو تنہا چھوڑ دیا گیا۔
کنٹریکٹ ملازمت کا مطلب یہ نہیں ہونا چاہیے کہ: انسانی وقار بھی معطل کر دیا جائے۔
انسانی حقوق کی تنظیموں سے اپیل
ہم مطالبہ کرتے ہیں کہ:
- قومی و بین الاقوامی انسانی حقوق کی تنظیمیں
- مزدور حقوق کے ادارے
- صحت کے شعبے کے نگران فورمز
- اقوامِ متحدہ کے متعلقہ نمائندگان
پی پی ایچ آئی کے کنٹریکٹ ہیلتھ ورکرز کی صورتحال کا نوٹس لیں۔
مطالبات
- کنٹریکٹ ہیلتھ ورکرز کے لیے سماجی تحفظ کا حق تسلیم کیا جائے
- دورانِ ڈیوٹی وفات کی صورت میں فوری مالی معاوضہ اور ڈیتھ بینیفٹ
- مرحوم ملازمین کے اہلِ خانہ کے لیے مستقل فیملی سپورٹ پیکج
- طویل عرصہ خدمات انجام دینے والے ملازمین کے لیے مستقل سروس اسٹرکچر یا پنشن اسکیم
- ذمہ داریوں کے مطابق تنخواہوں اور گریڈز میں انصاف
اختتامیہ
عبدالحق کی موت کو ایک فائل بند کر کے فراموش نہیں کیا جا سکتا۔
جب ایک ہیلتھ ورکر عوام کی خدمت کرتے ہوئے جان دے دے
اور اس کے خاندان کو بے سہارا چھوڑ دیا جائے
تو یہ صرف انتظامی ناکامی نہیں،
انسانی حقوق کی ناکامی ہے۔
خاموشی ظلم کا ساتھ دیتی ہے،
اور سوال کرنا ہمارا بنیادی حق ہے۔
