آٹھ گھنٹے ڈیوٹی یا دوہرا نظام؟

دنیا بھر میں مزدور کے لئے روزانہ آٹھ گھنٹے ڈیوٹی کو معیاری تصور کیا جاتا ہے۔ انٹرنیشنل لیبر آرگنائزیشن (ILO) کے مطابق ایک ہفتے میں 48 گھنٹے سے زیادہ کام انسانی صحت کے لئے نقصان دہ ہے۔ لیکن سوال یہ ہے کہ کیا ہمارے ہاں، خصوصاً گوادر پولیس کے اہلکاروں کے لئے یہ معیار قائم ہے؟

کاغذوں میں تو لکھا ہے کہ پولیس اہلکار روزانہ آٹھ گھنٹے ڈیوٹی دیتے ہیں، مگر حقیقت اس کے برعکس ہے۔ گوادر جیسے حساس علاقے میں یہ سپاہی روزانہ 12 سے 16 گھنٹے مسلسل کام کرنے پر مجبور ہیں۔ نہ ڈیوٹی کی مقررہ حد کا خیال رکھا جاتا ہے اور نہ ہی انہیں باضابطہ چھٹیاں دی جاتی ہیں۔ یوں لگتا ہے جیسے وہ انسان نہیں، بلکہ مشینیں ہیں جنہیں دن رات چلتے رہنا ہے۔

یہ ایک کھلا تضاد ہے کہ بڑے شہروں، مثلاً اسلام آباد، لاہور اور کراچی میں پولیس کے لئے شِفٹ سسٹم موجود ہے، ہفتہ وار ریسٹ ڈے ملتا ہے اور اضافی الاؤنسز بھی دیے جاتے ہیں۔ لیکن بلوچستان کے سپاہی انہی حقوق سے محروم ہیں۔ کیا ان کی جان اور وقت کی کوئی قدر و قیمت نہیں؟ کیا یہ وہی ریاست نہیں جس کے آئین میں سب شہریوں کو برابر کے حقوق دینے کی ضمانت دی گئی ہے؟

یہ اہلکار صرف ٹریفک یا عام ڈیوٹی نہیں دیتے بلکہ بیک وقت کئی محاذوں پر لڑ رہے ہیں۔ سی پیک کی حفاظت، وی آئی پیز کی سیکیورٹی اور دہشت گردی کے خطرات—یہ سب ذمہ داریاں انہی کے کندھوں پر ڈالی گئی ہیں۔ ایسے حالات میں انہیں سہولتیں دینے کے بجائے ان پر مزید بوجھ ڈالنا انصاف نہیں، ظلم ہے۔

حل بھی کوئی مشکل نہیں۔ گوادر پولیس کے لئے بھی آٹھ گھنٹے کی شِفٹ سسٹم نافذ کیا جائے، اضافی نفری تعینات کی جائے اور ہر سپاہی کو کم از کم ہفتہ وار چھٹی فراہم کی جائے۔ ساتھ ہی بلوچستان کے اہلکاروں کو خصوصی الاؤنسز اور سہولتیں دی جائیں تاکہ وہ اپنے فرائض بہتر طریقے سے ادا کر سکیں۔

ریاست کو یہ حقیقت سمجھنا ہوگی کہ ایک تھکا ہوا اور ذہنی دباؤ کا شکار سپاہی نہ خود محفوظ رہ سکتا ہے اور نہ عوام کی مؤثر حفاظت کر سکتا ہے۔ اگر قانون واقعی سب کے لئے برابر ہے تو پھر یہ دوہرا نظام ختم ہونا چاہیے۔ گوادر کے سپاہی بھی اسی عزت اور سہولتوں کے مستحق ہیں جو ملک کے دیگر حصوں میں دی جا رہی ہیں۔

Eight-Hour Duty or a Double Standard?

Across the world, the eight-hour workday is considered the standard for labor. The International Labour Organization (ILO) clearly states that working more than 48 hours a week is detrimental to human health. But one must ask: does this standard really apply to police officers in Gwadar?

On paper, they are said to serve eight hours a day. In reality, however, officers in Gwadar are compelled to work 12 to 16 hours daily, often without proper breaks or official leave. It is as if they are not human beings with families and needs, but machines expected to operate around the clock.

This is where the contradiction becomes glaring. In major cities such as Islamabad, Lahore, and Karachi, police forces operate under proper shift systems, with weekly rest days and additional allowances. In Balochistan, by contrast, officers are deprived of these very rights. Are their lives, time, and sacrifices worth any less? Is this not the same state that promises equality for all its citizens under the constitution?

Gwadar’s policemen are not performing routine traffic duty alone; they are fighting on multiple fronts. Protecting the China–Pakistan Economic Corridor (CPEC), securing VIPs, and standing against terrorism are among their daily responsibilities. In such conditions, rather than being provided with relief, they are burdened even further. This is not justice; it is exploitation.

The solutions are neither new nor complex. A proper shift system must be enforced, with no officer exceeding the eight-hour limit. Additional personnel should be deployed in Gwadar to share the heavy load. Weekly leave must be guaranteed, and officers in Balochistan must be granted special allowances and facilities that reflect the extraordinary pressures they face.

The state must recognize a hard truth: an overworked, exhausted officer is not only a danger to himself but also ineffective in protecting the public. If the law truly applies equally to all, then this double standard must end. The policemen of Gwadar are no less deserving of dignity and humane working conditions than their counterparts elsewhere in Pakistan.
